Once you get a card to level 10, evolving it will let you level past 10, up to a new max of 20. Some cards get new abilities at level 15. Level a card to 15, unlock new power and the achievement should pop.
Let me know if I am wrong.
*EDIT* I forgot to add that in order to evolve a card you need two level 10 versions of it. This game has very poor descriptions for the "EVOLVE/POWER" related achievements.
