It shouldn't be needed if you've gotten the previous stages '3 Stars'.
Refight each stage of the 'Underground City' Map doing the specified requirements each time to qualify. Unlocking 3 Stars in every stage (excluding the tower) will net you this one.
Don't be afraid to come back at a later time and continue with the main campaign for a while. What may seem impossible trying to grind may be effortless next time if you focus on something else for a while 😃
