This achievement is earned for finding optional graffiti #2. If missed on the first run, you can choose the episode from the main menu and select "Collector Mode". Now, you can use a scene select option to browse the locations and choose the area you need.
The following collectible can be found once in the junkyard. Make your way to the boat, and use the pallet to climb up. Once on the boat, you can graffiti the large rusted piece of metal in front of you.

When you gain control of Chloe in the junkyard, turn around and head toward the boat on the left side. Attempt to climb it, which fails, then interact with the pallet on the ground. Use it as a ladder to board the boat, then tag the car hood inside.
