The Hoodie Guy can be found in the Record Store on the left side of the street. After heading inside, you should immediately notice him and can use your power on him to find out what is bothering him. Then look at the Bulletin Board just behind him to find out that his missing dog has been found. Finally, talk to him to let him know!

The Hoodie Guy is located in the Record Store that you can enter when exploring the town. Hold l2.png to read his mind and then interact with the bulletin board on the right side of the store. Then you'll be able to speak with him so he can retrieve his dog.
