To get a spliced seed you are required to use a seed splicer. This is part of the new DLC and it comes along with helping the character Ulf.
After the update I loaded up one of my original play throughs and I got a call from a character called Ulf, your new neighbour!
He will ask you to build an outpost, this will also become a quest as well.
Enter your build menu with
and under Constructs - Homesteads you can find the Outpost. Find somewhere flat to drop the Outpost down and build it with 4 aluminum frames and 4 aluminum electronics. These are created in the Assembler.
Once you have built the outpost then Ulf should arrive. He will ask you to help him move in. Around the outpost he lands at is a square of bushes you are required to build using fiber. Once this is built Ulf will ask you to help with building the Seed Splicer! The slicer needs 8 aluminum rods, 6 red crystals and 3 copper wire.
Once you have built the seed splicer, press
on it and splice any seed you have in your inventory. I just went with the Polyberry as it's the most common. It takes 30 seconds for the splice and then the achievement should unlock when you've collected it.
