To create paths you are required to get the Pathmaker upgrade from the Upgrade depot.
It is found on Mech Upgrades under Traversal. You need 5 Aluminum Electronics, 4 Aluminum Frames and 9 Polyberry Oils.
Once you have the upgrade, jump back in your mech and hold
& 
right to enter Pathmaker mode. Make sure you are in Creation Mode by pressing Left stick in. Press 
to drop your pathmaker tool and move forward. You will be in tank like controls so spin around and look for the front with the two white dotted lines going forward and head straight making paths. Check behind you to make sure the path is being created and you are in the right mode.
You can check your progress for this achievement as tracking was working fine for me.
Co-op is tracked separately for this achievement so you will have to individually upgrade and create paths if other players in your game require this.

The achievement tracker works, so just keep drawing the paths until the achievement pops. Take a couple of minutes.
