Once you complete the tutorial you will be able to place down a Small Tent for your homestead area. The tent requires 20 plant fiber and 8 wood to build.
Once you have built the tent, it will create a square area around it. This is your homestead area that you have to place down decorations from your build menu to increase the coziness level. Keep placing down items like campfires or signs until the level raises and the achievement should unlock.
There are also achievements linked to level 2 and 3 coziness.
