Not as daunting as you'd first think. Each region has to be restored. Be that either Noxious Slime, or Noxious Weed will need to be removed with either the Irrigation Hose or Vacuum Harvester. Each area combined, had enough to cover this achievement. So don't fret. I unlocked this on my last area, Lowland Plain. Keep in mind that you will need to upgrade the aforementioned attachments to enable you to remove Weed and Slime in other areas.

I made a heap of garden beds at my base and let the weeds grow there to remove and it didn’t move the tracker, so it looks like it has to be the ones out in the “wild”

That's worth noting. There's plenty in the wild anyway, but weird that the ones that land in your plots dont count.

Noxious weeds are pink spikey smoking plants located in areas around the map. You are required to remove them in order to restore the regions and you use the Vacuum Harvester.
You will get the vacuum tool as one of your first tools after the tutorial. If you head East/South East to the left side of The Meadows on the map you will find Mountainside coast, here you can find some level 1 Noxious Weeds that you can suck up with the base vacuum.
You can either restart and remove the same easy ones as the progression is shared across different playthroughs or you can continue playing and upgrade your vacuum to Vacuum Harvester Power 1 so you are able to remove higher level Noxious weeds. There are level 2 Noxious weeds to the north of Mountainside/East of The Meadows in the Yellow Forest. The Vacuum Power 1 requires 5 Copper wire and 9 Caroot Oil on the Upgrade Depot so you will have to continue playing and progressing the game for a bit.
Once you have removed 700 Noxious Weeds, then the achievement will unlock. Achievement tracking was working fine with this achievement too.
Co-op progression for this achievement is shared between you and others playing unlike achievements linked to planting.
