In chapter 1 or 2, the Sega arcade will have all 6 you need. Difficulty does not matter for these.

Head to Club SEGA on Sotenbori St. (right in the northern region of the map), and you’ll find Sonic the Fighters, Virtua Fighter 2.1, Fighting Vipers 2, Motor Raid, and SEGA Racing Classic 2, as well as the UFO Catcher. Play them all and this will unlock. It doesn’t get much easier than that!

It is not necessary to play, start the game on the machine, reach the menu, exit the game, and so on on 6 machines, nothing complicated.
