Once you get to chapter 2 and get to Sotenbori, go to Ebisu Pawn and have 78 grand on you. If you need money, just down the road is a parking lot with a gold plate in the corner on an AC unit up high. Sell it to get 100k and buy the ball.

Another Ball can be found if you wait long enough on the river side and see a yellow boat go past. There will be a prompt to grab a ball from someone on the front of the boat.

There are seven Golden Balls in total to acquire, and collecting all seven ‘grants a wish’. The easiest one to get is from Akame’s shop for 777 Akame Points or one for the same number of Pool Points at the Kiss Shot Billiards & Ball in W Shofukucho. The others, you’ll find glowing blue in the pants and crotches of people and statues around the Castle and Sotenbori, and you can snatch them using Joryu’s Spider gadget. No, really. You only need one of the Golden Balls for this, despite the pluralised description.

You only need one ball to unlock this achievement. If you invest in Akume's shop once or twice, you can purchase one for 777 points.

You can invest at levels 5, 7, and 9.

They will give you one when you first receive a gold ball. They are in pawnshops, I also caught one with a spider from a ship on the river
