You’ll find Rival Match competitors all over the streets of Sotenbori (and a few in the Castle) upon discovering the CourStar Pocket Circuit racing club, near the East Bunzaemon Outdoor Mall taxi stop. Interact with any exclamation marks, and chances are, you’ll find a whole load of rivals very quickly. You need only then head to CourStar, choose a Rival Match, defeat three of them (you have to come first), and you’ll earn this. Make sure you spec out your Pocket Racer accordingly, too, as much as the points limit will allow.

Rivals can be found on the streets of sotenbori, open the akame network - support card, there will be tasks called "NEED HELP looking for a racing car fan (rival's name)", find several rivals, the easiest are Kensuke, Kanami, and Yusuke.
We go into the "Kor Star" bar, talk to Ran, choose "Opponents", and go through separate races with rivals.

Be prepared that even with such a build against Yusuke, you risk flying off the track a couple of times per run on those two semicircular sections that are located at an angle relative to the floor. I completely screwed up my first attempt, because the random decided to immediately spin my car almost upside down, and then let me to hammer.
Acceleration, of course, is strictly contraindicated.
