Stroll n' Patrol missions are unlocked in chapter 2. These are the missions that are shown by the ! and the fist icons. There are enough missions in chapter 2 to complete 30 of them. You unlock more as you level up Akami and reach the ??? icons on the chart. Some missions will have multiple steps. Like the quiz master above Wild Jackson next to the coin lockers. The missions range from simple item requests, to taking photos, to getting hard to reach items for people. Some will have fights but not many. Once you finish 30 missions the achievement will unlock.
