The Casino and the Gambling hall are unlocked during chapter 2. Once you get to the Castle, both locations are close by. The casino has blackjack and Poker, while the gambling hall has Koi Koi and Ochi-Kabu. Both are right across the hallway from one another. Just buy some chips or sticks and play one game. Win or lose, played fully or backed out. Once one game has been played from both the achievement will unlock

I've played at both locations, played full matches and ones I've quit, played all the different game types unfortunately this one seems like it's glitched for me

As the description suggests, you need only play one game at both the casino and gambling hall in the Castle. Both are at the heart of the Castle Central Street, on opposite sides of the thoroughfare. You’ll need to buy chips from the reception at the casino to play, and wooden tags to play at the gambling hall. For the cheapest, easiest way to do this, choose the lowest stakes game (as denoted by the one star next to the game’s icon), then sit down and play. Win or lose, it doesn’t matter - just play one game at both venues, and this will unlock.

In the gaming room opposite the casino, of course, they don't play mahjong, but oicho-kabu and koi-koi at all sorts of difficulties. So it doesn't matter here, after one game of conventional poker, play any of the above-mentioned in the gaming house. It is not necessary to win anywhere.

To get the trophy, you need to play any one mini-game in the castle casino, and also play any one mini-game in the castle's gaming room (for some reason, there is no mention of the gaming room in the trophy description)
