You can get this one by going to either of the bridges on the main map from chapter 2. There is one on each side of the East and West of the map.
How i got this was to grab a bunch of enemies, run to the bridge position them so you are facing them and your back is to the water and hold B to hit them with the watch gadget and pull the left stick backwards to pull them directly at Kiryu. It can take a few tries and can depend on obstacles (sometimes they help sometimes they hinder) but if you keep it in mind and try every time you see enemies near a bridge it should come pretty easy. Video guide below is by me and footage of me doing the above method.
I've heard that another way of getting it is to stand near the stairs and launch them over since the stairs have a small gap in the railing but I didn't have any luck with it.

Not sure if I missed it during the beginning of the game but to change your fighting style/battle style press down on the d-pad

Hey all,
You can do this achievement as soon as you land in Osaka (ch2).
What I did was getting close to the river, went to the middle stairs (both sides of the river have them) and found some enemies. Once into the fight, I put my back against the river, went into Agent Style, hold B and then pull the left stick towards me.
Pulling enemies towards you will actually lift them a bit, if they are above you (as they are in the middle stairs) they will fly into the river. As soon as they hit the water the achievement will pop!

Have you the quick resume on? Sometimes it bugs achievement out. Another spot where you can try are the two bridges, I was able to lift enemies off from there too!

There are two bridges on the map, either will work. Get some enemies to fight you on the bridge, position yourself with your back to the river, then use the spider gadget to grab and thrown an enemy over your head and into the water. This video includes how to throw an enemy into the river with the Spider gadget in Like A Dragon Gaiden, and where to find a bridge in Like A Dragon Gaiden.

Of course, upgrading the Spider gadget will make this easier, but you don’t necessarily need to. I’d recommend hotfooting it to Iwao Bridge, then going down the steps at either side to get closer to the river. Then, it’s just a case of starting a ruckus - look out for gangs of enemies marked on your minimap as red arrows. Lure them towards the river’s edge, then hold 
to wrangle them using the Spider’s tethers, then let go to see any bound enemies go swinging off. It may take one or two attempts, but you should be able to easily ping an enemy or two into the drink.
