How to unlock the We're Definitely the Best! achievement in Like a Dragon: Infinite Wealth - Definitive Guide
TLDR - The NG+ difficulty achievements DO NOT STACK. However, you only have to beat the last boss on the chosen difficulty, meaning this game requires only two playthroughs, not three. Save before the final boss, beat the game on Legend, then load that save, switch the difficulty to Hard, and beat the final boss again.
I personally recommend playing (almost) the whole game through on Legend. The final boss is level 95, so you need to be strong enough to handle that. (Final Boss is lvl 75 on Hard.) Enemies on Legend give a huge amount of XP and money, making it possible to level up over the course of the story and be strong enough for that fight with minimal grinding. (Some bosses give upwards of 30 million XP.) Legend isn’t very hard if you’ve prepared for it.
Absolute Time Minimalist Tactic - Technically, you only need to be on Legend for the XP to be ready for the final battle when Kiryu is in the party, since the game doesn't disable the achievement if you switch difficulties at any point - it only cares about the difficulty after clearing the final battle. If you just don't want to do a complete Legend playthrough, once Kiryu has left for Japan, you can probably get away with playing Kasuga's remaining chapters on Normal, then switching back to Legend for Kiryu's segments. This guide looks very helpful. Thanks! One note on the shared stats from jobs. They are currently bugged and only skills can carry over. Going past 30 on unused jobs won't help unless they patch it.

Huh. Hadn't paid close enough attention to my stats to notice that was going on. Disappointing and I hope they fix it! It's also a point in favor of Legendary not being too bad though. I cleared it despite lacking stat buffs I'd earned.
EDIT - I can confirm the recent update fixed the stats issue. Put Kiryu in reserves, switched him to Linebacker, which I'd never used him for. Fun fact: The class went from lvl 1 to lvl 70 after JUST THE FIRST FLOOR of The Big Swell on Legendary. Exited, switched him back to Dragon of Dojima, and he had 150HP more than before.

Wasted 24 bucks on a exp booster just to not read this properly and find out that i only have to do the final boss Ebina on both hard and legendary that sucks at least I can boost my party on the big swell

Complete NG immediately on legendary. Make a save before the elevator to Ebina. After completing on legend, load and change the difficulty to hard and defeat the final boss again to get the second trophy for difficulty.
