TLDR - The NG+ difficulty achievements DO NOT STACK. However, you only have to beat the last boss on the chosen difficulty, meaning this game requires only two playthroughs, not three. Save before the final boss, beat the game on Legend, then load that save, switch the difficulty to Hard, and beat the final boss again.

I personally recommend playing (almost) the whole game through on Legend. The final boss is level 95, so you need to be strong enough to handle that. (Final Boss is lvl 75 on Hard.) Enemies on Legend give a huge amount of XP and money, making it possible to level up over the course of the story and be strong enough for that fight with minimal grinding. (Some bosses give upwards of 30 million XP.) Legend isn’t very hard if you’ve prepared for it.

Absolute Time Minimalist Tactic - Technically, you only need to be on Legend for the XP to be ready for the final battle when Kiryu is in the party, since the game doesn't disable the achievement if you switch difficulties at any point - it only cares about the difficulty after clearing the final battle. If you just don't want to do a complete Legend playthrough, once Kiryu has left for Japan, you can probably get away with playing Kasuga's remaining chapters on Normal, then switching back to Legend for Kiryu's segments. I didn't do this, so I don't personally recommend it. To be as comprehensive as possible, my guide is written on the assumption you stay on Legend the whole time. (Or at least from Chapter 2 on.) It's up to you to decide how much (if any) difficulty manipulation you want to do on your way to the finale.

In this guide, I’ll walk you through how I did a full-game Legend run. I'm not positioning this as the only way to do it, but this is a method that worked which you can copy or modify as you wish. As this is a NG+ run, you'll already be familiar with the game's mechanics, so I'm not covering those here. This is a collection of tips, not a full game walkthrough.

I have each section of the guide enclosed in spoiler tags in hopes this makes it easier to read - you can just open the section you're ready for.

PREPARATION:

Task 1: Complete The Big Swell, Level Up, Max out Bonds to LVL 100
There are achievements for completing the postgame dungeon, so no reason not to do this after completing your first run of the game. Give your party members in reserves jobs you don’t plan to use on them so those classes can level passively. Those levels represent some stat buffs, and access to additional skills that can be selected with Skill Inheritance.

The game says Legend is for lvl 75+. I think you’re fine at lvl 70 to start. I’d recommend having most classes for all characters at lvl 30 before starting. However, enemies drop so much XP on Legend, that once Alo-Happy is unlocked, it is possible to take a lvl 1 job to lvl 30+ in just two fights against common enemies on the street (I speak from experience) - so it’s not necessary to grind too hard. The Big Swell is also great for maxing out bonds. At LVL 100, everyone unlocks the ability to inherit a Kiwami skill. (The class ultimate abilities that have different colored icons)

Task 2: Choose and Upgrade Your Weapons
It is absolutely not necessary to obtain or upgrade the 7* ultimate weapons for every class. The ones you use don’t even need to be leveled to +50. I feel +30 on the 7* weapons for each person’s primary class is more than sufficient. Get your weapons as powered up as you want before starting NG+, because it’ll be a long time before the good upgrade materials start dropping again. When in doubt, err on the side of powering up weapons for party members' default classes, especially Adachi and Tomizawa, as they’ll be around for a while before unlocking Alo-Happy.

I went through Legend with:

Valkyrie Needles +30 (Assassin - Seonhee)

Unenhanced 7* weapons for Heiress, Detective, and Barmaid

For weapon brands, I used Seal of Siphon EX and Seal of Vitality EX, as my playstyle involved using a lot of combo attacks as a way to regain spent MP.

Task 3: Complete any Unfinished Side Content
I recommend completing all of Kiryu’s Life Links. A lot of powerful Poundmates are unlocked from those.
Also complete the Dondoko Island storyline to unlock the “Essence of Dondoko Beam” skill for Kasuga. (This game’s orbital laser, and extremely useful on Legend.)

CHARACTER BUILDS

It’s important on Legend that your characters be versatile and able to exploit as many enemy weaknesses as possible. (Gun / Slashing / Fire / Ice / Electricity) I’d also recommend having more than one character be able to heal, making it far easier to recover from any strong attack. Below, I will list what job I mained for each character, and what skills I used from Skill Inheritance. I did not use Zhao or Joongi at all, as they arrive too late in the story and are under-leveled on arrival.

This is what I used. I’m sure other builds are viable. Pick your favorite skills, but aim for some variety. I could probably have optimized a little better, but this layout worked for me.

A note about a couple skills:
Burning Arrow hits hard, and only costs 20MP. Extremely useful in a lot of encounters.
Essence of Dolphin Dive makes an enemy weak to Ice, and it stacks up to 3x, making each following Ice attack hit even harder. If an enemy does not seen to have a weakness, use Dolphin Dive to give them one.
Essence of Clean-Up Chasm has a truly massive AOE range, and packs a punch when used by someone with a strong magic stat.

LEGEND PLAYTHROUGH TIPS

I recommend starting NG+ on normal and playing that way until Chapter 2, then switching to Legend. When new party members join for the first time, they’re equipped with default gear. When Kasuga re-earns the Hero class, the group is attacked before you have a chance to change equipment. This makes Nanba and Adachi useless in this fight, in which Kasuga has a crap bat and you have to win through other abilities. Who wants to fight lvl 75 enemies with lvl 1 gear? I managed it, but avoiding this early game nuisance is why I say it’s OK to wait on Legend until Chapter 2.

Whenever someone new joins the party, check their gear! They will not be wearing whatever they were equipped with at the end of your last playthrough.

When the story switches between Kasuga and Kiryu, take a moment to check everyone’s gear. Since I ran both Chitose and Saeko as Idols, I had to remember to switch the Idol weapon between them. This may apply to other pieces of gear or accessories you put on the party currently in action.

For most battles, you’ll want to open with Essense of Dondoko Beam (Kasuga) or Essense of the Dragon God (Kiryu). If anyone is still alive, hit them with Essense of Clean-Up Chasm from your healer. This is a combo that wrecks most parties until late in the game. Mop up any survivors with combo attacks so both parties involved regain MP. Equip both guys with a Brawler God’s Mouthguard to lower the cost. When you’re outnumbered, these skills are extremely useful in reducing enemy numbers so you’re facing fewer attacks. Dondoko Beam / Essence of Dragon God + Essence of Clean-Up Chasm will carry you into the late game, but more variety and exploiting enemy weaknesses becomes necessary after Chapter 10 or so.

A note on bonds - You keep your bond level with each character, but drink link progress is reset. This means you have to view (or skip) those conversations again. They’re all available right away unless gated by story progress. Save before doing the level 5 drink link with each character, as those end in a fight you might not be ready for. You’ll want to do these to regain the gameplay benefits from them (hitting downed opponents, knockbacks, etc.)

Sidestory 6: Surfin the Streets must be completed again to unlock the Street Surfer. It only takes a few minutes and saves a lot of time, especially on the sequences where you have to run across the map while there are enemy mobs everywhere.

Dondoko Island - Sadly, I found no way to skip the forced Dondoko Island interlude / tutorial in NG+. You will have to sit through two days on the island. On Day 3, the dolphin shows up and you can go back to Hawaii. You'll have to skip through the dialogue and follow the tutorials, but you don't have to actually make a 1-star resort or anything. Just wait out the clock until you can move on.

I never felt the need to grind in Hawaii, but I did in Yokohama with Kiryu. Your party members join at the same level they were at the end of your last playthrough, which makes them feel underleveled. At times they were 10-12 levels behind street mobs. That felt like a bit too much of a gap for my comfort. Once the Yokohama underground unlocked, I ran floors 1-10 to help level up Saeko, Nanba, and Seonhee, then continued on with the game. During the final chapter, I ran floors 11-25, stopping when everyone was at least level 88.

Enemies at the Millennium Tower start at level 92. My party went from 88 to 90-91 during that climb. I popped what level boosters I had at the save point at the end, and fought the final boss with Kiryu, Nanba, Saeko, and Seonhee all level 91 or 92. (I'm certain I would have won without them so that tip isn't strictly necessary, but since I had some, this seemed the time to use them.)

SELECTED BOSS TIPS

Dwight Mendez is always weak to fire.
Wong Tou is weak to Gun and Fire - the Samurai’s Burning Arrow ability wrecks him. He will try to poison your party.
Yamai is weak to Ice every time you meet him.

Chapter 10: Sawashiro’s minions are weak to Ice. His own weaknesses change throughout the fight based on his stance. It will either be fire or electricity for most of the fight, then ice once he picks up a katana.

Chapter 11: The excavators are weak to Ice. Try to knock one out ASAP to put an end to their tag-team attacks.

Later on in the club is a two-phase fight scene. I’d recommend saving a Poundmates call or using Kasuga’s team Ultimate until that second phase, since everyone is now taking poison damage and you want to knock out those generators ASAP.

Chapter 12: Goro Majima / Taiga Saejima / Daigo Dojima - all lvl 90
Take out Goro Majima first. His ghost clones mean extra incoming attacks. He is weak to fire. When he's gone, his clones will be gone too, so focus on him, but try to catch the clones in AOEs when it makes sense. He can spawn more of them if he wants to when some have been picked off.
Taiga Saejima is priority #2. He’s weak to ice. He has heavy grapple attacks that can do 1300+ damage in one go, depending on someone’s defense, so don't let anyone's HP dip too low.
Daigo Dojima hits like a pool noodle compared to the other two. Distant third place on the priority list. He’s weak to electricity.
Definitely have multiple people able to heal before going into this fight!

Narasaki (Tojo HQ Boss) - He’s weak to electricity. Kill the mobs with him first. Some of them have healing abilities.

The Giant Shark (lvl 92) is weak to electricity. Stay on top of healing as it sometimes gets multiple turns in quick succession.

The Giant Squid (lvl 93) has no obvious weaknesses I could find. Blast its tentacles away with Kasuga’s team ultimate at the start of the fight, then again with a Poundmates call when they regenerate. If they're still alive after that, focus on them to kill them ASAP. If someone is grabbed by a tentacle, they’re eaten and have to kill ink sacs to get out, while taking constant damage. It can mean death without a healing ability or item use. The squid likes to inflict Blind on the party.

FIGHTING BRYCE (lvl 95) - this is a three-part boss fight, and probably the hardest fight in the game. Make sure your health is topped up before finishing off the last enemy in the first two waves, as killing the last one triggers more to arrive. If you’re like me, they will be higher level with higher agility, giving them the first move, so you need to be ready to absorb several attacks and then heal up and thin the herd ASAP. Bryce loves to keep summoning more help and chucking in grenades.

RAMOS (wave 1 boss) - weak to ice.
GRAHAM (wave 2 boss) - no weakness I could find. I used Dolphin Dive to make him weak to Ice and hammered him with ice abilities.
BRYCE - Weak to ice. Bryce and all his minions resist fire. Summon Kazami Evolution from Poundmates, unload with Kasuga's team ultimate, and do whatever it takes to wipe his helpers ASAP. Then use Dolphin Dive to make him weaker and weaker still to Ice.

In the Millennium Tower, three guys will crash through the windows just before the final boss. I’m assuming their names are constant.
TANABE - Weak to guns. Kill him first as he will fully heal the others.
NAKAYAMA - Sacrifices his own defense to buff OMORI. Kill him next. Finish with OMORI

THE FINAL BOSS OF THE GAME, EBINA (LVL 95)
Phase 1 (From 100% HP to 50% HP)
Resists: Ice, Gun, Fire
Weakness: Slashing, Electricity

PHASE 2 (From 50% HP to the end, while he has a katana)
Resists: Slashing, Electricity
Weakness: Gun, Fire, Ice

You’ll notice his weaknesses and resistances flip halfway through the fight. I started this fight with Kiryu’s ultimate and wailed on him. The ability charged all the way up so I could use it a second time before the end of the fight. The first half of the battle was mostly about managing HP and healing as needed while chipping away at his health with abilities matching his weaknesses.

Once his health gets below 50%, it’s time to unload. Nanba’s team ultimate is now effective, since it’s fire based. The Samurai’s Burning Arrow is both fire and gun and is super effective here. I also summoned Makoto Date from Poundmates twice, since he deals fire damage. The second summoning cost 300 million yen, but what do you need money for at this point? This half of the fight went much faster for me than the first half. Don’t get greedy though. I had Saeko and Seonhee on healing duty as needed while Nanba and Kiryu went nuts with the damage.

Huh. Hadn't paid close enough attention to my stats to notice that was going on. Disappointing and I hope they fix it! It's also a point in favor of Legendary not being too bad though. I cleared it despite lacking stat buffs I'd earned.

EDIT - I can confirm the recent update fixed the stats issue. Put Kiryu in reserves, switched him to Linebacker, which I'd never used him for. Fun fact: The class went from lvl 1 to lvl 70 after JUST THE FIRST FLOOR of The Big Swell on Legendary. Exited, switched him back to Dragon of Dojima, and he had 150HP more than before.

Wasted 24 bucks on a exp booster just to not read this properly and find out that i only have to do the final boss Ebina on both hard and legendary that sucks at least I can boost my party on the big swell

These character builds are really helpful (although I swapped out Nanba and Tomi). I did this more conservatively, starting on Hard until I was at level 60. Then I jacked it up to Legendary and didn't have too much trouble except for a few bosses.

I might have over prepared a bit. about level 80 with all jobs over 51 for stats now that's fixed. Some jobs at 72 for more attack. Just doing floor 21 of the big swell and it's going fast.

Edit: Being 77-80 on each character starting legend has been pretty easy. I'm already on chapter 5 and got the other jobs unlocked.

I'm currently approaching the end of my first playthrough of the story. Do you recall how long it took you to farm the materials required to craft each job's ultimate weapon? Each job requires a Shark Fin or Squid Tentacles for their ultimate weapon. These can only be obtained by exchanging underground dungeon points. It seems like quite the grind.

It might be if you want ALL the ultimate weapons, but to make the number I listed in my guide, I don't think its bad. Pretty sure two of the bosses drop the parts. You'll know which ones when you see them. Final dungeon in Hawaii also has a couple you can find in water after a boss fight. And the Big Swell dungeon has them as prizes for points. Reasonably easy to obtain there since it's the game's best grinding spot anyway. More of a grind if you want them in the first playthrough before the final chapter, perhaps. But I recall having what I wanted before fully clearing the Hawaii and Yokohama dungeons.

While you’re in premium adventure I HIGHLY recommend you farm boosters for your kiryu team, on NG+ legendary I was at millennium tower around level 88 with all my weapons 7 star 50+ and high level armour but the enemies would always attack me first either leaving me with very low hp party members or at worst 1 or 2 dead, also all my jobs were 50+ and my main ones around 98. If I farmed more boosters my party would have higher Defense and agility so I could attack first rather than take a beating before I got a move in lmao

I levelled up everyone to 80 and all jobs to 51 before going into New Game Plus. I HIGHLY suggest you just play through the whole game on Legend; my playthrough was a cakewalk and the extra rewards mean you'll stay levelled up enough. In the final chapter I grinded a tiny bit more to hit level 90 for everyone, and Ebina was easy. Hardest fight was the trio fight but still beat it first try. I also had all 7 star weapons, upgraded between +25 - +50.

Just the Kyiru boss needs to be done on legend and hard.

I guess it's helping a ton now that stats share between jobs like they should. On legend I am having almost no issues with enemies 4 levels higher in the dungeons. The bosses can hit hard, but I've yet to fail.

Characters at 85 are getting jobs to 99 now and I'm picking jobs that don't have shared skills so I don't have to reset that each time.

Edit: I never lowered it under Legend and it was pretty easy. I spent a long time in dungeons leveling up though. I didn't get Kiryu's ultimate tag attack. I forget what unlocks it.

Only time I wasn't on legend was the first chapter, did that on normal to speed thru it, & the early part of chapter 2 until I had both Kyriu and Tomi in my party then switched to legend and had only a few problems with enemies going first and taking off about 1/2 of Kasuga's health. The only time I got a game over screen was when I mistakenly fought the weapon dealer in one of Kyriu's memories when my party was under leveled. Only had to grind both the Hawaii and Yokohama dungeons a lttle bit, mainly just used the tough enemy spawns to level up
