To enhance weapons you need to place a seal into a weapon or armor with an open seal slot successfully.
You could do this with only owning one seal but you will require multiple items since you will have to disassemble the enhanced weapon to get your seals back.

For me the achievent did not pop after placing 3 seals in the worn sword 34 times.
Edit: It did after 48. Wich would be about right considering i already had all seals completed for the completion list. Either i had a delay in the achievment or it counts each weapon only once.

After getting 44/45 seals, what I did to finish this up was a battle dungeon with high weapon drops, Sanada -> Sword Squad, which I needed for phoenix feather drops anyways. After a few runs, put a single seal on every weapon with an open slot then sell them all. I’d get an average of six or so weapons per run and depending on what weapons, 400 or more ryo selling them.

Do it strictly after 100% completion of all the seals in the complete sheet. There you will have to insert at least 46 different seals into weapons and armor. The rest (and you'll probably be doing this late in the game) doesn't even require disassembly. You can get by with one armor and one katana with one slot. You can simply alternate two seals with 100% probability in the same slot. This, of course, will waste seals forever, but do you really need them after beating the game? Most likely you will have a total of more than 54 seals, which you wouldn’t mind wasting on a trophy.
