How to unlock the Chef's Special achievement in Like a Dragon: Ishin! - Definitive Guide
This achievement is unlocked by cooking meals via minigame format. You'll be introduced to this minigame as part of the introduction to the optional side story quest Another Life in Chapter 4, accessible by the kitchen set inside Haruka's house beside the set of doors to the hot bath.
Before you start, make sure to access the mini-shrine that's near the plot of land where you plant crops and harvest grown vegetables. You can spend your earned Virtue to expand your home and farm to reap greater rewards and offer more options for your activities. Here you should expand on the kitchen to the max tier for upgrades (Typical Kitchen>Home Cook's Kitchen>True Chef's Kitchen), the higher the tier of your kitchen, the more recipes for meals you can cook. The combined cost for the upgrades is just 2,800. The first meals require only vegetables that you can either plant and harvest or acquire from the Greengrocer, while later meals will require fish that can only be acquired through the fishing minigame, and the highest tier (5 star difficulty) meals will require lower tier meals you've already cooked and are available in your inventory. Also note you can expand on the perks in the other categories through the mini-shrine just like the main large ones set in Kyo. Thankfully, the virtue exchange shop also offers high-end fishing rods on sale that will better your odds of snatching the higher-prized catches that make for integral higher-end meal ingredients. Note: The Revolutionary Croquettes recipe requires you to complete the Friendship bond with the Revolutionary Chef to unlock. You can initiate this bond by first meeting him outside Yamabuki in Gion in Chapter 4, and then giving him one of the meals you've cooked in the kitchen to start the relationship. Keep giving more meals to complete it.

You can buy the fish/eels/prawn used in these recipes from the fish merchant in Fushimi. Much easier than fishing for them.

You can buy the fish/eels/prawn used in these recipes from the fish merchant in Fushimi. Much easier than fishing for them.
