Here are all the Bonds and what tasks you need to perform to raise their friendship. They are organized by region. Except where noted, these become available when you unlock that region in the main story. All bind are unlocked and accessible by Chapter 5.

Fushimi
Desperate Fisherman: Between the river and sea fishing spots | Give him fish
Junk Boy: Warehouse behind Teradaya | Give him any item
Woodcutter: Near palanquin stand | Play the woodcutting minigame
Filthy Cat*: Next to the Ferry to your second home | Interact with the cat
Patient Dog*: Near the Dojo, NW | Give him food
Frequently Lost Courier*: | Next to Teradaya | Deliver 5 of his letters, locations are random
Utamaruya Owner: Utamaruya | Sing “karaoke”
Umai Udon Owner: Umai Udon | Play the udon noodles minigame

A word of caution, this achievement can bug out and not unlock, even after maxing all the bonds here and it being reflected as such in the Diligence Record.

I'm hoping it fixes itself by the time everything else it wrapped up, but if not it'll require a second play through, should you have the misfortune of encountering the bug

So as far as I can tell, bonds are not shown in the Diligence Record until you initiate it. There could be one you are missing that I have not found either. I will continue to update this and hopefully that is the case!

FYI, i also have golden text, but had not done them all yet so it shows golden text even if you have not completed them.

It's correct that undiscovered NPCs/shops aren't shown in the diligence records. I did the rounds in all regions and talked to everyone, and turns out I hadn't talked to the Greengrocer before. Completed this bond and the achievement unlocked. Totals in the diligence records now are Friendship (Shops) 24/24 and Friendship 23/23

Sadly I wish that were the case but both sections have the golden text for being "completed" that you see in other areas of the record and the completion log. Still hoping it will fix itself as I wrap the other activities though.

Worst comes to worst, it won't be the hardest achievement to power through a second play-through to get, especially on NG+

Edit: Hey It fixed itself! I had to go back to each bond you can still talk to and check, but eventually it did pop to, even with them all being filled previously. If anyone else encounters this bug, do a tour of all the bond npcs and I hope it fixes itself for you as well.
