How to unlock the Limit Breaker achievement in Like a Dragon: Ishin! - Definitive Guide
To unlock this achievement, Ryoma's level must be at the max which is level 99, also you must have completed all training with all masters.
Once these two requirements are done, report to Komaki's Dojo and talk to Komaki. You will then have to defeat all training masters in a single fight, once done you can prestige level Ryoma and this achievement is unlocked.
OK! here is the fastest way so far I've done to grind levels and farm Ryo/materials
Sanada Stronghold : Reclaim stolen 1000 Ryo boxes 3 - 32k exp per run - each run takes 15mins approx, set to EASY difficulty.
Alternatively you can spam the Sanada boss fight, it's a consistent 5k exp for a 5min fight and is worth the 20 Ryo reward.
Another alternative is the 100 man rumble in the arena, giving you a consistent 20k exp for 6mins of fighting, but rewards nothing except arena points.
Gear - highest dps, 100% save your exp seals and item drop rate seals for gear you want to use
Trooper setup - Shinada Tatsunosuke as Corporal
Tendo Yojiro + Ryudo Rikiya as Troopers
Assigned to Wild Dancer
Save scum the 10 ryo enlistment option until you get at least Tatsunosuke 100%. These 3 combined are the best setup so far. Wild Dancer is faster than the other three styles but you can use whatever style you want.
Be warned that the exp curve gets pretty steep around lv70, so take breaks often so manage the monotony of grinding.

I was level 91 when I finished everything else, and I was able to reach level 99 by doing what the above comment suggested, but made sure to buy and sell things until I ran out of ryo (I had about 3k and had nearly 2k leftover in the end) to get even more virtue. I think it costed around 2 million to get enough training daifuku. The xp needed to level up seems to cap at around 70k so you can use simple math to figure out how much virtue you need.

Doing battle dungeons is a good way to get both materials and xp but the coliseum hundred-man beatdown seems like the best way to just get xp fast. I did the hundred-man beatdown with wild dancer and completed it within 5-6 minutes and got roughly 21k per run. I found this video that made me want to do coliseum and take a break from battle dungeon for a bit https://www.youtube.com/watch?v=bkEMl6mysk0

I tested the 100 man showdown and it's definitely faster for pure exp.

It is necessary to make a limit breaker for each of the 4 styles and for Ryoma himself after reaching level 99. The level limit is broken for Komaki.

There is no need to break the style limit, you just need a level limit.
