How to unlock the Saint of Kyo achievement in Like a Dragon: Ishin! - Definitive Guide
The description tells you what you need to unlock the achievement, and the earliest you can unlock 40 substories is in Chapter 4, provided you've unlocked all nine substories in Chapter 2 as well as all 21 in the third.
In Chapter 4 there are 20 substories, and most of them have something in common: You need to give up an item of some sort to close the substory, and in the process open a Friendship with the person or animal in question. Items range from money to junk, food items like vegetables and fish, as well as cooked meals.
Also in Chapter 4 you'll get the chance to plant veggies and cook meals from your introduction to Another Life with Haruka as you get your own kitchen and farm on her house. (You can't miss it, the introduction is tied to the main storyline [found in North Fushimi Ichibangai], but you can partake at your leisure in free roam afterwards.) Alternatively, you can also buy most veggies you can plant from the Greengrocer store instead of planting for them, as well as buy fish from Uorin Fish Market if you don't feel in the mood for fishing minigames from the river and sea posts in south Fushimi. Both shops can be found next to each other in Ichibangai.
