This not a guide for all sub-stories, only the three you are likely missing.

69/72 sub-stories are all visible on the map with the sub story locator gear called "Inviting hat". This item can be obtained in Ch.5 by doing a sub-story in Mibu. First you must finish the sub-story called "It's what's on the inside" also found in Mibu, this unlocks "The boy who cried bear" which rewards you the one and only sub-story locator.

For the last three the following must be completed
- Ch.5 you must complete the sub-story "The Captain and the Curious"
-You must collect all 25 "Memoirs" scattered all over the map

- You must give all memoirs to Satow (found near the Udon shop) to trigger his second sub-story "Diplomacy in Darkness", however the trigger is inconsistent from anywhere from 70%-92% memoirs collected. Be persistent in checking his 2nd sub-story trigger. This sub-story is required for the last two "Precious Packages" and "Lasting Thirst for Peace".

Once you have collected 24 memoirs (92%) the final one will spawn at the gate to Kiyomizu Temple (path where the amnesiac is) after which given to Satow will trigger his final substory.

Progress 72/72 All done! Now you may challenge Amon.

I think the trigger for Diplomacy in Darkness is 20 Memoirs and then you wait. I had 19 handed in for a while with Satow still being there. Later on I handed in just the 20th like normal, then after passing time the Substory marker popped-up. I still haven't handed in more than 20. That being said the I believe the first memoir is auto-added/one you don't pick-up because I didn't log getting "The Rise of the Tokugawa Bakufu" and it's not on Eurogamer's guide, but it's listed in my memoirs. So I think you have to hand in 19 that you've picked up.

Also; after completing Diplomacy in Darkness I found my 20th memoir on the ground. I was keeping track of their locations, here's a map for anyone who needs it of the 20 I found. Like Jobber said there will be restrictions on when some show up. I know multiple are substory-locked and one is story locked until Ch. 7.

I've completed all the sub-stories except the final one and have turned in all the pages but the final substory won't trigger. is there anything special that triggers it besides turning in all the pages?

Before attempting this... how much of a pain is Amon this time around? I could only beat him in two of the Yakuza games

Very high HP and does insane dps, if you want a challenge you'll find one. No reason why you can't just stomp him on easy difficulty though.

I couldn't get substory 71 to trigger until I picked up "Final Statement on the sonno joui" memoir.

In order for the memoir to spawn I needed to finish the Bond with Junk Man. Like no guide has that information

I needed 92% for substory 71 to start, and the one I was missing required 64 to be completed to show up. Make sure you have all the other substories done before searching for them to avoid frustration.

Where can you see the progress of your substories please? I can only see in the completion list like for example "all substories in Gion", then checked or not checked. But not an actual list with the names of the substories.

You might want to update the solution to let people know the last Satow substory (72) cannot be triggered prior to Chapter 14.

Personally the trigger happened for me on the 24th memoir and it was instantly afterward, so i was very surprised. I even selected "re-discuss old memoirs" multiple times and went through the whole list to see if anything would happen.

I know during some later chapters the final substory discussion was locked for me. I had 20 turned in and did Diplomacy in Darkness I think in Ch. 10, but then I had all the of them turned in I think during Ch. 12 and it wouldn't let me do the final talk until the beginning of Ch. 14 even though Satow was sitting there to re-discuss during the rest of 12 and through 13. So I think if you don't have the 20 turned in before a certain point, or have them turned in and don't do the DiD before a certain point then you get stalled until Ch. 14. Then during Ch. 12(maybe 13) the remaining ones appear on the ground and can be handed-in but substory progress is locked. So, it would be possible to give him all of the memoirs besides his last one in Ch. 11-13 and then not be able to do Diplomacy in Darkness until 14.
