How to unlock the Taskmaster achievement in Like a Dragon: Ishin! - Definitive Guide
Progress towards 100% completion list can be seen on the menu. Going to separate these based off of those menus but the main priority will be for the equipment section as it seems to be the section that gave the most problems when attempting to finish the Completion List.
Substories:
Powerpyx's guide on substories is probably the best one to use for this. It lists on what chapter certain substories become available and photos of where on the map the substory can be started.

Minigames:
-Singing - Self explanatory, just score a 90 or better on each song. The only song that should give a little trouble should be the final called Ichizu Samurai.
-Buyo Dancing - Buyo dancing is acquired from one of the substories and is a rhythm game. You must score "First Class" on all 3 songs on all 4 difficulties.
-Udon Shop - This requires you to reach 10 Ryo in the minigame. It's a memory game but can be a little difficult due to the speed you have to press the buttons. You can PAUSE the game after seeing the button combination and practice them before restarting the game.
-Courtesan Games - This a combination of three different games including a balancing game called Sake Showdown, rock paper scissors and a SHMUP minigame called Sensual Healing. For Sake Showdown its recommended to stay in the red to get through the section as fast as possible, especially on higher difficulties. For Rock, Paper, Scissors you must look at the Courtesan's hand before they throw their hand out. You could also use your "Third Eye" to slow down time and have an easier time at seeing what the Courtesan is going throw out. For Sensual healing, I would recommend watching the video and memorize the pattern for the hardest difficulty.
-Chicken Races - Chicken races are a complicated and confusing RNG game in my opinion. You have to win 10,000 points to complete this task and you can save and reload if you fail any of your bets. Mood determines if the chicken will go faster or slow down near the end of a race and are displayed by arrows. The more they point up, the more likely they are to get speed boosts. Their stats are also important but somewhat difficult to understand. The better stats are the "O" or double "O"'s and worse stat is the "X". You must also take into account the length of the race, since you wont be getting many boosts if its short race.
-Cee-lo, Cho-han, Oicho-Kabu, Koi-Koi, Poker, Mahjong, Shogi, - These are standard Yakuza games and are almost entirely foreign other than Poker. They require you to get around 7,500 points for all except poker, Mahjong and Shogi. Mahjong requires you to earn 35,000 points in a single game, poker requires a cumulative 10,000 points and Shogi requires you to win 3 matches. Luckily, for Shogi, you can just win the first challenge for all 3 wins.
Please watch the video for specific minigames. It's from the Yakuza Ishin but not much has changed from it.
Another Life:
-This step requires you to farm and plant every single vegetable in the game. You can unlock them all at the shrines using virtue. You will also be tasked with acquiring 100 Ryo from peddling requests.
-Fishing will require you to catch every single different fish from the 4 different areas (Mukurogai, spot outside of Teradaya Inn, and the fisherman with "Sea Fishing" that is on the pier in front of Teradaya). Below is a guide on fish location, fish size and how far you should be throwing your line

-Cooking every single meal will also be required but you should have little trouble with all the vegetables you cultivate and the fish you catch.
-Pets - There are 3 dogs and 3 cats you meet during your substories completion. You must fully increase your bonds with all 6 pets and they will eventually go live at your Second home.
-Haruka's Trust events - These events are unlocked as you increase your trust with Haruka. This is accomplished by farming, peddling and cooking. I believe the first event is automatically seen when you first start farming. One event is by interacting with the bathroom in your second home, one is by attempting to sleep on the futon (must be night time) and one is seen by resting between the peddling and cooking minigame. Not sure at what level you can see each one, but you should be able to view them all if you max her out.
Meals:
You must eat each meal in each restaurant of the game. Self-explanatory.
Heat Moves:
I used the following video to accomplish all Heat Moves. The names of the abilities are different than the remake but they are all listed.

Equipment:
This is more than likely where the time sink will happen for most people. This single objective will require over 5800 Ryo and require a ton of materials. You must craft every single item as acquiring them as a random drop does not count towards progress.
It is highly recommended that you increase your smithing level to 16 to get all of the benefits of the crafting discounts. This is done by simply going to the Rakugai's arm dealer and buying Bundle Blades for 1000 mon and donating them all to the blacksmith. It is a little tedious and will require a decent amount of Ryo, so I recommend doing this after going through most of the Battle Dungeons or after completing the main story.
To accumulate money, the best way to do this will be to either do Chicken Races to acquire points to buy Platinum plates and eventually sell off (this method was the go to in the original game back in 2014) or by using the peddling game in Another Life. Peddling will require a decent amount of vegetables as you sell anywhere from 1-15 vegetables per order, fish or even meals that you cooked. Peddling income increases as you do more requests to the point where you can do a request for 1-3 Ryo for 1-5 vegetables. This increase in income will eventually reset back to 1000 mon per request but it will cycle back to higher income if enough requests are completed.
However, whenever you get some stronger weapons/level up and are comfortable with completing the last mission of the Sanada Stronghold you can start raking in Ryo much quicker. The final level gives you 20 Ryo for completion and should be doable in about 5 minutes. After hitting level 99 and increasing your attack again you can even decrease down to 2-3 minutes or less. It is recommended to use weapons that can pierce enemy shields to decrease the bosses health quicker and also use Trooper Cards that will either increase your attack or cause heat moves (I used the Ichiban and Tiger trooper cards but I am unsure if those were exclusive to DLC/Deluxe Edition)
Anyway... That's the strategy I used to get money. To get materials for all the weapons, you're going to have grind through individual levels based on what you need.
Thankfully, there are certain items that can be bought from shopkeepers, the blacksmith shopkeeper and the Priest virtue store. But due to the nature of RNG and trying to get some rarer items in the dungeons, I would only get the items in the hub world only if you are missing a few to make a new weapon/armor.
I will list a few levels that are good for grinding multiple items:
Bandit's Cave - Stolen 1000 Ryo Boxes 3 - For Gold Dust, Emeralds, Pearls, Silver Scrap
Bandit's Mine - Stolen 1000 Ryo Boxes 3 - For Carved Wooden Bear, Platinum Filings, Sturdy Lumber
Bandit's Mine - Defeat the Gun Squad - For Aquamarine, Thousand Year Tree Branch, Sacred Wood
Sanada's Stronghold - Infiltration 1 - Aquamarine, Gold Chunk, Platinum Filings, European Fabric, Rainbow Fabric
Sanada's Stronghold - Defeat Sanada Nobuyasu - For Eye of Dragon, Dragon Whisker, Dragon Fang (You will be doing this mission for money so you will more than likely get all or close to all of the rare materials you will need)
There are a few more things to know about blacksmithing - There are two items that you must get from specific locations.
Worn Pistol - From the building where William Bradley is located, there is an NPC who is willing to trade 20 aquamarines for the Worn Pistol. It is kind of a grind to get these items but once you do you can just upgrade it without any other requirements.
Worn Magical Sword - Must be acquired from defeating Amon after finishing all substories. You must then kill 100 enemies while the sword is equipped. You can supposedly use Wild Dancer or Swordsman to get these 100 kills but I exclusively got them with Swordsman. Once you have kept tally, you must then go to the 2nd blacksmith that is located in Mukurogai, near the shrine on the east side of the map. He will upgrade it to Last of the Dragons if you have the appropriate materials.
This blacksmith will also be used for upgrading any weapons that the first blacksmith will not create. These items are called magical items and consistent of
**********Now that you have materials, money and blacksmith discounts, I would highly recommend NOT making all of the items all at once or one after another. One of the requirements for the Equipment tab is to enchant a weapon with 45 different seals. Seals are found in two different ways; either as a reward from beating random encounters/golden sneaks, or being granted after crafting an item.
------Golden Sneaks have the best chance of granting rarer seals and seals in general over random battles. Golden Sneaks are single enemies wearing gold and usually have an enchanted sword/spear. It's speculated that they appear more often at night and while drunk but I did not grind for any of them while I was drunk. I can confirm that they can give mostly every type of seal except for two (Blessing and "Change of Heart", more on those two later). —-There is a specific seal that is exclusive to Golden Sneaks and that is “Square Seal: Special Moves”. I would highly recommend grinding Golden Sneaks until you get that specific seal and then moving on to the other method for specific seals you are missing. You will get a decent amount of seals doing this——
I can't say if there is a best area to grind them but I ran around right outside of Mukurogai between the different spawn points. Also, if you want to see enemies on the minimap and choose who to fight, make sure to equip the item "Rogue's Mask" which you can get from a side mission or as random drops from the Battle Dungeon.
------The second option to acquiring seals is to get them randomly from crafting items that have an open slot in them. This method is convoluted but can extremely precise if you want to get specific seals. Each weapon cycles through different seals that can be added to the weapon when made but there is no way to know what that seal is until you make the item. Save scumming will be your friend here. There seems to be a set pattern for when a seal will be made. (For example, say you save your game and then craft 3 items and on your 3rd item you created a weapon with a seal on it. If you reload your save and craft 2 items you know that your next item will have a seal on it. You can then save right after you created your second item and guarantee that your next item will be one with a seal.) Now that you have a save right before a seal is made, you have to understand that no matter how much you reload, the seal you get from a specific item will always be the same seal until you craft an item and go onto the next cycle. Sometimes you can get the item you need from a lower cost weapon, and sometimes it's from a more expensive one. It is for this reason that you should refrain from crafting every item because you might have to regather materials and money to craft weapons you might not need to anymore.
One more important thing to note about crafting weapons: Crafting weapons that have NO open seal slot seems to reset the order. It is for this reason that you do craft only weapons that have an open seal slot (my recommendation is to buy a ton of Cannons from the Mukurogai arms dealer near the Mahjong tables and upgrading those Cannon's to Bronze Cannons with a iron hammer.)
Finally, once you have crafted an item with a seal in its open spot you then have to dismantle it to add it to your material list. I would save each time I did this in case I messed up somehow but it never really happened. Also, please note that only seals in open slots will be added to your inventory. If a weapon has a seal in a locked slot (which has a gold solid rim and four points around the circle) those will never be dismantled and added to your inventory.. even if its a seal you actually need.
The Blessing seal is one of the special seals that hasn’t not been confirmed to drop from Golden Sneaks. If this is the case, you will have to do this method of random seal assignment to acquire it. Personally, I got it from the “Divine Dragon Emblem”.
There is a spreadsheet by PS user EliasR991 who was keeping track of what seal they saw on each weapon when they were going through this method. It is more than likely not complete but gives multiple different items for each seal.

These two methods will grant you 44 out of the 45 seals required. For the final seal "Change of Heart", the method of acquiring it is completely different. PS user "Panduhmonium_" discovered that the seal only appears on single weapon called Yoshiyuki, which is your starting weapon. This means you cannot craft the item and it must be acquired from the Battle Dungeon... specifically "Sanada's Stronghold - Rescue the Kidnapped Official 1". This is a random award from either beating enemies or from the pots. To increase your chances it is recommended that you place a "Greed" seal on an open slot of your weapon of choice to increase the drop rates. Greed seals can be upgraded using a similar seal or by using the Kiwami seal to increase it to the max level. When you eventually grind for later material, this is also a good way to cut down the amount of time you spend on farming material. Once you get the weapon Yoshiyuki, hope that it has the seal you need on it which is called "Repentance". This is odd because when checking your Completion list it will mark it as "Change of Heart".
Now that you have every single seal in your inventory, whether through Golden Sneak farming or blacksmith crafting, you must now enhance a weapon with the seal for it to finally check off on your List. It is here where I recommend getting your Blacksmith level to 20 to have the best chances of getting a successful enhancement. Make sure to save before you enhance any seal (even if its 100%, just to be safe). If you fail your enhancement, reloading the save will not solve your issue (it's predetermined if you will fail or succeed, which is absurd.) I only had this issue once and I circumvented it by enhancing any 100% chance seal to any other weapon. It should hopefully reset your success chance and hopefully allow you to succeed the second time. Any seals you put into weapons can be reattained by dismantling the item.

Masters:
-You must fully learn all abilities from William Bradley, Komaki and Ginryu, who you will meet throughout the main story.
-I'm not sure if Professor Shinbei is missable, but he is on the east side of Mukurogai, near the fishing spot. He is essentially a baseball replacement and you must get gold on all 3 difficulties for both swordsman and gunman.
-Scarecrow Chateau could be completely missed if you do not take the initiative to see what the building is. It is right outside of Mukurogai and is a green building on the map. It has 4 different difficulties and you unlock each one after completing a number of challenges in each rank. To unlock the final difficulty, you must 3-star all of the previous challenges. You must then 3-star the final difficulty. Essentially, 3-star all of the mini challenges.
Wanted Men:
This is essentially another set of side missions. You get access to this when you enter Mukurogai and reach the upper level during Chapter 3. Powerpyx has also made a great guide for these missions as they are usually not very precise on where the mission starts.

Battle Dungeons:
You gain access to the battle dungeons during the main story in Chapter 5. This requires you to go through every single level in each Dungeon. There's not much of a strategy to this but I would recommend doing this after completing the main story as you will need some stronger weapons for the third dungeon (Sanada Stronghold). I would recommend getting a weapon that has a pierce seal to get through enemy shields quicker.
Arena:
The arena can be found in Mukurogai on the upper level using the stairs that are close to the Mahjong tables. There are 7 different matches that can be accessed under Knockout Match and each match has 5 different enemies that you must defeat to count towards the Completion List. The enemies are the same each time you attempt the matches but order of enemies are randomized. The final match "Banquet of Might" requires you to have completed Komaki's training, Ginryu's training and the entirety of the Wanted Men quest line.
I would recommend attempting this after doing the battle dungeons as you get to use your equipment and having a late game weapon will help drastically.
The Hundred Man Battle is not required for the Completion.

This is a random award from either beating enemies or from the pots. To increase your chances it is recommended that you place a "Greed" seal on an open slot of your weapon of choice to increase the drop rates. Greed seals can be upgraded using a similar seal or by using the Kiwami seal to increase it to the max level. When you eventually grind for later material, this is also a good way to cut down the amount of time you spend on farming material. Once you get the weapon Yoshiyuki, hope that it has the seal you need on it which is called "Repentance". This is odd because when checking your Completion list it will mark it as "Change of Heart".
Now that you have every single seal in your inventory, whether through Golden Sneak farming or blacksmith crafting, you must now enhance a weapon with the seal for it to finally check off on your List. It is here where I recommend getting your Blacksmith level to 20 to have the best chances of getting a successful enhancement. Make sure to save before you enhance any seal (even if its 100%, just to be safe). If you fail your enhancement, reloading the save will not solve your issue (it's predetermined if you will fail or succeed, which is absurd.) I only had this issue once and I circumvented it by enhancing any 100% chance seal to any other weapon. It should hopefully reset your success chance and hopefully allow you to succeed the second time. Any seals you put into weapons can be reattained by dismantling the item.

-I'm not sure if Professor Shinbei is missable, but he is on the east side of Mukurogai, near the fishing spot. He is essentially a baseball replacement and you must get gold on all 3 difficulties for both swordsman and gunman.
-Scarecrow Chateau could be completely missed if you do not take the initiative to see what the building is. It is right outside of Mukurogai and is a green building on the map. It has 4 different difficulties and you unlock each one after completing a number of challenges in each rank. To unlock the final difficulty, you must 3-star all of the previous challenges. You must then 3-star the final difficulty. Essentially, 3-star all of the mini challenges.
Wanted Men:
This is essentially another set of side missions. You get access to this when you enter Mukurogai and reach the upper level during Chapter 3. Powerpyx has also made a great guide for these missions as they are usually not very precise on where the mission starts.

Battle Dungeons:
You gain access to the battle dungeons during the main story in Chapter 5. This requires you to go through every single level in each Dungeon. There's not much of a strategy to this but I would recommend doing this after completing the main story as you will need some stronger weapons for the third dungeon (Sanada Stronghold). I would recommend getting a weapon that has a pierce seal to get through enemy shields quicker.
Arena:
The arena can be found in Mukurogai on the upper level using the stairs that are close to the Mahjong tables. There are 7 different matches that can be accessed under Knockout Match and each match has 5 different enemies that you must defeat to count towards the Completion List. The enemies are the same each time you attempt the matches but order of enemies are randomized. The final match "Banquet of Might" requires you to have completed Komaki's training, Ginryu's training and the entirety of the Wanted Men quest line.
I would recommend attempting this after doing the battle dungeons as you get to use your equipment and having a late game weapon will help drastically.
The Hundred Man Battle is not required for the Completion.

Im missing a fish from what I can tell from resources from the original its called like human face fish. Its 5th from the bottom right below oarfish do you know where to find it or can you post a list of the fish.

Progress towards 100% completion list can be seen on the menu. Going to separate these based off of those menus but the main priority will be for the equipment section as it seems to be the section that gave the most problems when attempting to finish the Completion List.
Substories:
Powerpyx's guide on substories is probably the best one to use for this. It lists on what chapter certain substories become available and photos of where on the map the substory can be started.

Minigames:
-Singing - Self explanatory, just score a 90 or better on each song. The only song that should give a little trouble should be the final called Ichizu Samurai.
-Buyo Dancing - Buyo dancing is acquired from one of the substories and is a rhythm game. You must score "First Class" on all 3 songs on all 4 difficulties.
-Udon Shop - This requires you to reach 10 Ryo in the minigame. It's a memory game but can be a little difficult due to the speed you have to press the buttons. You can PAUSE the game after seeing the button combination and practice them before restarting the game.
-Courtesan Games - This a combination of three different games including a balancing game called Sake Showdown, rock paper scissors and a SHMUP minigame called Sensual Healing. For Sake Showdown its recommended to stay in the red to get through the section as fast as possible, especially on higher difficulties. For Rock, Paper, Scissors you must look at the Courtesan's hand before they throw their hand out. You could also use your "Third Eye" to slow down time and have an easier time at seeing what the Courtesan is going throw out. For Sensual healing, I would recommend watching the video and memorize the pattern for the hardest difficulty.
-Chicken Races - Chicken races are a complicated and confusing RNG game in my opinion. You have to win 10,000 points to complete this task and you can save and reload if you fail any of your bets. Mood determines if the chicken will go faster or slow down near the end of a race and are displayed by arrows. The more they point up, the more likely they are to get speed boosts. Their stats are also important but somewhat difficult to understand. The better stats are the "O" or double "O"'s and worse stat is the "X". You must also take into account the length of the race, since you wont be getting many boosts if its short race.
-Cee-lo, Cho-han, Oicho-Kabu, Koi-Koi, Poker, Mahjong, Shogi, - These are standard Yakuza games and are almost entirely foreign other than Poker. They require you to get around 7,500 points for all except poker, Mahjong and Shogi. Mahjong requires you to earn 35,000 points in a single game, poker requires a cumulative 10,000 points and Shogi requires you to win 3 matches. Luckily, for Shogi, you can just win the first challenge for all 3 wins.
Please watch the video for specific minigames. It's from the Yakuza Ishin but not much has changed from it.
Another Life:
-This step requires you to farm and plant every single vegetable in the game. You can unlock them all at the shrines using virtue. You will also be tasked with acquiring 100 Ryo from peddling requests.
-Fishing will require you to catch every single different fish from the 4 different areas (Mukurogai, spot outside of Teradaya Inn, and the fisherman with "Sea Fishing" that is on the pier in front of Teradaya). -Cooking every single meal will also be required but you should have little trouble with all the vegetables you cultivate and the fish you catch.
-Pets - There are 3 dogs and 3 cats you meet during your substories completion. You must fully increase your bonds with all 6 pets and they will eventually go live at your Second home.
-Haruka's Trust events - These events are unlocked as you increase your trust with Haruka. This is accomplished by farming, peddling and cooking. I believe the first event is automatically seen when you first start farming. One event is by interacting with the bathroom in your second home, one is by attempting to sleep on the futon (must be night time) and one is seen by resting between the peddling and cooking minigame. Not sure at what level you can see each one, but you should be able to view them all if you max her out.
Meals:
You must eat each meal in each restaurant of the game. Self-explanatory.
Heat Moves:
I used the following video to accomplish all Heat Moves. The names of the abilities are different than the remake but they are all listed.

This is more than likely where the time sink will happen for most people. This single objective will require over 5800 Ryo and require a ton of materials. You must craft every single item as acquiring them as a random drop does not count towards progress.
It is highly recommended that you increase your smithing level to 16 to get all of the benefits of the crafting discounts. This is done by simply going to the Rakugai's arm dealer and buying Bundle Blades for 1000 mon and donating them all to the blacksmith. It is a little tedious and will require a decent amount of Ryo, so I recommend doing this after going through most of the Battle Dungeons or after completing the main story.
To accumulate money, the best way to do this will be to either do Chicken Races to acquire points to buy Platinum plates and eventually sell off (this method was the go to in the original game back in 2014) or by using the peddling game in Another Life. Peddling will require a decent amount of vegetables as you sell anywhere from 1-15 vegetables per order, fish or even meals that you cooked. Peddling income increases as you do more requests to the point where you can do a request for 1-3 Ryo for 1-5 vegetables. This increase in income will eventually reset back to 1000 mon per request but it will cycle back to higher income if enough requests are completed.
However, whenever you get some stronger weapons/level up and are comfortable with completing the last mission of the Sanada Stronghold you can start raking in Ryo much quicker. The final level gives you 20 Ryo for completion and should be doable in about 5 minutes. After hitting level 99 and increasing your attack again you can even decrease down to 2-3 minutes or less. It is recommended to use weapons that can pierce enemy shields to decrease the bosses health quicker and also use Trooper Cards that will either increase your attack or cause heat moves (I used the Ichiban and Tiger trooper cards but I am unsure if those were exclusive to DLC/Deluxe Edition)
Anyway... That's the strategy I used to get money. To get materials for all the weapons, you're going to have grind through individual levels based on what you need.
Thankfully, there are certain items that can be bought from shopkeepers, the blacksmith shopkeeper and the Priest virtue store. But due to the nature of RNG and trying to get some rarer items in the dungeons, I would only get the items in the hub world only if you are missing a few to make a new weapon/armor.
I will list a few levels that are good for grinding multiple items:
Bandit's Cave - Stolen 1000 Ryo Boxes 3 - For Gold Dust, Emeralds, Pearls, Silver Scrap
Bandit's Mine - Stolen 1000 Ryo Boxes 3 - For Carved Wooden Bear, Platinum Filings, Sturdy Lumber
Bandit's Mine - Defeat the Gun Squad - For Aquamarine, Thousand Year Tree Branch, Sacred Wood
Sanada's Stronghold - Infiltration 1 - Aquamarine, Gold Chunk, Platinum Filings, European Fabric, Rainbow Fabric
Sanada's Stronghold - Defeat Sanada Nobuyasu - For Eye of Dragon, Dragon Whisker, Dragon Fang (You will be doing this mission for money so you will more than likely get all or close to all of the rare materials you will need)
There are a few more things to know about blacksmithing - There are two items that you must get from specific locations.
Worn Pistol - From the building where William Bradley is located, there is an NPC who is willing to trade 20 aquamarines for the Worn Pistol. It is kind of a grind to get these items but once you do you can just upgrade it without any other requirements.
Worn Magical Sword - Must be acquired from defeating Amon after finishing all substories. You must then kill 100 enemies while the sword is equipped. You can supposedly use Wild Dancer or Swordsman to get these 100 kills but I exclusively got them with Swordsman. Once you have kept tally, you must then go to the 2nd blacksmith that is located in Mukurogai, near the shrine on the east side of the map. He will upgrade it to Last of the Dragons if you have the appropriate materials.
This blacksmith will also be used for upgrading any weapons that the first blacksmith will not create. These items are called magical items and consistent of
**********Now that you have materials, money and blacksmith discounts, I would highly recommend NOT making all of the items all at once or one after another. One of the requirements for the Equipment tab is to enchant a weapon with 45 different seals. Seals are found in two different ways; either as a reward from beating random encounters/golden sneaks, or being granted after crafting an item.
------Golden Sneaks have the best chance of granting rarer seals and seals in general over random battles. Golden Sneaks are single enemies wearing gold and usually have an enchanted sword/spear. It's speculated that they appear more often at night and while drunk but I did not grind for any of them while I was drunk. I can confirm that they can give mostly every type of seal except for two (Blessing and "Change of Heart", more on those two later). —-There is a specific seal that is exclusive to Golden Sneaks and that is “Square Seal: Special Moves”. I would highly recommend grinding Golden Sneaks until you get that specific seal and then moving on to the other method for specific seals you are missing. You will get a decent amount of seals doing this——
I can't say if there is a best area to grind them but I ran around right outside of Mukurogai between the different spawn points. Also, if you want to see enemies on the minimap and choose who to fight, make sure to equip the item "Rogue's Mask" which you can get from a side mission or as random drops from the Battle Dungeon.
------The second option to acquiring seals is to get them randomly from crafting items that have an open slot in them. This method is convoluted but can extremely precise if you want to get specific seals. Each weapon cycles through different seals that can be added to the weapon when made but there is no way to know what that seal is until you make the item. Save scumming will be your friend here. There seems to be a set pattern for when a seal will be made. (For example, say you save your game and then craft 3 items and on your 3rd item you created a weapon with a seal on it. If you reload your save and craft 2 items you know that your next item will have a seal on it. You can then save right after you created your second item and guarantee that your next item will be one with a seal.) Now that you have a save right before a seal is made, you have to understand that no matter how much you reload, the seal you get from a specific item will always be the same seal until you craft an item and go onto the next cycle. Sometimes you can get the item you need from a lower cost weapon, and sometimes it's from a more expensive one. It is for this reason that you should refrain from crafting every item because you might have to regather materials and money to craft weapons you might not need to anymore.
One more important thing to note about crafting weapons: Crafting weapons that have NO open seal slot seems to reset the order. It is for this reason that you do craft only weapons that have an open seal slot (my recommendation is to buy a ton of Cannons from the Mukurogai arms dealer near the Mahjong tables and upgrading those Cannon's to Bronze Cannons with a iron hammer.)
Finally, once you have crafted an item with a seal in its open spot you then have to dismantle it to add it to your material list. I would save each time I did this in case I messed up somehow but it never really happened. Also, please note that only seals in open slots will be added to your inventory. If a weapon has a seal in a locked slot (which has a gold solid rim and four points around the circle) those will never be dismantled and added to your inventory.. even if its a seal you actually need.
The Blessing seal is one of the special seals that hasn’t not been confirmed to drop from Golden Sneaks. If this is the case, you will have to do this method of random seal assignment to acquire it. Personally, I got it from the “Divine Dragon Emblem”.
There is a spreadsheet by PS user EliasR991 who was keeping track of what seal they saw on each weapon when they were going through this method. It is more than likely not complete but gives multiple different items for each seal.

------Golden Sneaks have the best chance of granting rarer seals and seals in general over random battles. Golden Sneaks are single enemies wearing gold and usually have an enchanted sword/spear. I can't say if there is a best area to grind them but I ran around right outside of Mukurogai between the different spawn points. Also, if you want to see enemies on the minimap and choose who to fight, make sure to equip the item "Rogue's Mask" which you can get from a side mission or as random drops from the Battle Dungeon.
------The second option to acquiring seals is to get them randomly from crafting items that have an open slot in them. This method is convoluted but can extremely precise if you want to get specific seals. Each weapon cycles through different seals that can be added to the weapon when made but there is no way to know what that seal is until you make the item. Save scumming will be your friend here. There seems to be a set pattern for when a seal will be made. (For example, say you save your game and then craft 3 items and on your 3rd item you created a weapon with a seal on it. If you reload your save and craft 2 items you know that your next item will have a seal on it. You can then save right after you created your second item and guarantee that your next item will be one with a seal.) Now that you have a save right before a seal is made, you have to understand that no matter how much you reload, the seal you get from a specific item will always be the same seal until you craft an item and go onto the next cycle. Sometimes you can get the item you need from a lower cost weapon, and sometimes it's from a more expensive one. It is for this reason that you should refrain from crafting every item because you might have to regather materials and money to craft weapons you might not need to anymore.
One more important thing to note about crafting weapons: Crafting weapons that have NO open seal slot seems to reset the order. It is for this reason that you do craft only weapons that have an open seal slot (my recommendation is to buy a ton of Cannons from the Mukurogai arms dealer near the Mahjong tables and upgrading those Cannon's to Bronze Cannons with a iron hammer.)
Finally, once you have crafted an item with a seal in its open spot you then have to dismantle it to add it to your material list. I would save each time I did this in case I messed up somehow but it never really happened. Also, please note that only seals in open slots will be added to your inventory. If a weapon has a seal in a locked slot (which has a gold solid rim and four points around the circle) those will never be dismantled and added to your inventory.. even if its a seal you actually need.
The Blessing seal is one of the special seals that hasn’t not been confirmed to drop from Golden Sneaks. If this is the case, you will have to do this method of random seal assignment to acquire it. Personally, I got it from the “Divine Dragon Emblem”.
There is a spreadsheet by PS user EliasR991 who was keeping track of what seal they saw on each weapon when they were going through this method. It is more than likely not complete but gives multiple different items for each seal.

These two methods will grant you 44 out of the 45 seals required. For the final seal "Change of Heart", the method of acquiring it is completely different. PS user "Panduhmonium_" discovered that the seal only appears on single weapon called Yoshiyuki, which is your starting weapon. This means you cannot craft the item and it must be acquired from the Battle Dungeon... specifically "Sanada's Stronghold - Rescue the Kidnapped Official 1". This is a random award from either beating enemies or from the pots. To increase your chances it is recommended that you place a "Greed" seal on an open slot of your weapon of choice to increase the drop rates. Greed seals can be upgraded using a similar seal or by using the Kiwami seal to increase it to the max level. When you eventually grind for later material, this is also a good way to cut down the amount of time you spend on farming material. Once you get the weapon Yoshiyuki, hope that it has the seal you need on it which is called "Repentance". This is odd because when checking your Completion list it will mark it as "Change of Heart".
Now that you have every single seal in your inventory, whether through Golden Sneak farming or blacksmith crafting, you must now enhance a weapon with the seal for it to finally check off on your List. It is here where I recommend getting your Blacksmith level to 20 to have the best chances of getting a successful enhancement. Make sure to save before you enhance any seal (even if its 100%, just to be safe). If you fail your enhancement, reloading the save will not solve your issue (it's predetermined if you will fail or succeed, which is absurd.) I only had this issue once and I circumvented it by enhancing any 100% chance seal to any other weapon. It should hopefully reset your success chance and hopefully allow you to succeed the second time. Any seals you put into weapons can be reattained by dismantling the item.

-You must fully learn all abilities from William Bradley, Komaki and Ginryu, who you will meet throughout the main story.
-I'm not sure if Professor Shinbei is missable, but he is on the east side of Mukurogai, near the fishing spot. He is essentially a baseball replacement and you must get gold on all 3 difficulties for both swordsman and gunman.
-Scarecrow Chateau could be completely missed if you do not take the initiative to see what the building is. It is right outside of Mukurogai and is a green building on the map. It has 4 different difficulties and you unlock each one after completing a number of challenges in each rank. To unlock the final difficulty, you must 3-star all of the previous challenges. You must then 3-star the final difficulty. Essentially, 3-star all of the mini challenges.
Wanted Men:
This is essentially another set of side missions. You get access to this when you enter Mukurogai and reach the upper level during Chapter 3. Powerpyx has also made a great guide for these missions as they are usually not very precise on where the mission starts.

Battle Dungeons:
You gain access to the battle dungeons during the main story in Chapter 5. This requires you to go through every single level in each Dungeon. There's not much of a strategy to this but I would recommend doing this after completing the main story as you will need some stronger weapons for the third dungeon (Sanada Stronghold). I would recommend getting a weapon that has a pierce seal to get through enemy shields quicker.
Arena:
The arena can be found in Mukurogai on the upper level using the stairs that are close to the Mahjong tables. There are 7 different matches that can be accessed under Knockout Match and each match has 5 different enemies that you must defeat to count towards the Completion List. The enemies are the same each time you attempt the matches but order of enemies are randomized. The final match "Banquet of Might" requires you to have completed Komaki's training, Ginryu's training and the entirety of the Wanted Men quest line.
I would recommend attempting this after doing the battle dungeons as you get to use your equipment and having a late game weapon will help drastically.
The Hundred Man Battle is not required for the Completion.

Im missing a fish from what I can tell from resources from the original its called like human face fish. Its 5th from the bottom right below oarfish do you know where to find it or can you post a list of the fish.
