Story related. On the bigger island, head over to the area with the Wind Turbine, Martin and his friends are at the water feature just below it. Once they switch off the pumps, you just need to follow the water tubes to the 3 pumps and talk to each of his friends, do what they ask and they let you switch the pumps back on.

On the big island, straight past the playground area (antenna tower), Martin and his friends are standing at the splash pad area (below the wind turbine).
Resolving a series of sub-quests for Martin's friends and then Interacting with them all at splash pad with a cutscene will complete Martin's quest and open up this achievement.
