For anyone else who also thought this was nearly impossible ... Not as hard as I thought. Every time I tried to deploy the sticky then release, he'd be hanging onto the side of the rock (climbing). I was tired of trying to figure it out, 😕 so, aggravated, I just kept pushing the button and it eventually popped. Guess he doesn't actually have to be dangling.

Can confirm, just get near the top of a reasonably high cliff and then just start spamming the sticky hand ability 👍

The sticky hand can be bought from the racoon, Roy, at his junk shop in the water pad area, up the path from Mr. Doddler's house. It is the weird pink stick that appears in the shop once you've bought other items, and costs 999 scraps.
Once you acquire the sticky hand, using it will extend it outward to where you aim, and create a bouncy rope you can swing from. Using it again will disengage the hand, and then you have to wait a short moment before being able to fire it again.
I found this one difficult because I fell a lot in between releasing the hand and firing it again, especially when I tried to actually swing around like Spiderman. In the end, I found a good spot to complete it easily though: in the mountain area where you find two rock arches, near the ocean (where you find Tanner and Kasen).
Just go to one of these arches, aim the sticky hand at side of the arch, then let it pull you up and settle down. Release the hand and aim it at the same spot, and let it settle down again. Do this a few more times and the achievement is yours.
