Lil Gator Game

In the water pad area, near Mr. Doddler's house but a bit inland, you'll find a racoon named Roy who has set up a junk shop.

To get this achievement, you must buy all his items he has for sale. Once you've done this, he will leave the shop and head to the playground. Just sit in his chair (the Lil Gator will kick up their feet when you do this) and the achievement will pop soon after.

As others have said, go speak to Roy just down the hill from the Wind Turbine/water pad. He'll ask you to pick up 10 pieces of litter before he'll sell you anything, there's a lot lying around the edges of the river. Go back and speak to him again and he'll then let you buy his stuff, buy all of it and once he moves away, sit on his chair and the achievement will pop.
