Assuming you are starting off from the end of the base 1000g. You should be in a missable area called "Workers Base".
Now the Vault is all the way to the right, but it's locked. We need to keep going up until we get to the top floor. There is a lever in the middle. Interact with it to open the Vault. Now go back to the bottom floor, then all the way to the right. Enter the Vault to unlock the achievement.
Pick up the red card in the Vault for another achievement
