Pick a song that you know well, it can be so long as it's not a song which you have imported from an outside source (i.e. HDD, pendrive).
Pick your song, select 'Sing' and under 'Choose Play Style' scroll to 'Time Bomb'. All you have to do here is sing as best as you can, hence why picking your best song would be great here. Each time the fuse is sparked just tilt your mic to empty the water from you glass to extinguish the fuse for a few seconds.
Keep doing this until the song ends and at the points screen your achievement should pop!

I feel so dumb! I remember trying this years back and the bomb kept exploding and I didn't know you needed to tilt the mic to put out the fuse!

Go to 'Sing' from the Main Menu. Select a song you can do well at, then pick Full Song. On the Video Background Select screen, choose Time Bomb. All you have to do is sing well to fill up the glass in the top left corner and then tilt the glass to put out the string that is on fire. Keep pouring the water until the end of the song. The achievement will unlock on the stats screen.
