Noisemakers are parts of the song that call for a microphone shake at a certain moment. On the Lips: Number One Hits disc go for California Love by 2Pac & Dr. Dre. This song has a few noisemakers at the beginning of the track and no where else. Once the song completes you'll get the achievement.

Timed Noisemakers are the diamond shapes with tambourines. You have to shake the microphone when the bar goes across one. A good song to get this is Pretty Woman.
