Knocking off jam jars at the grocers or stealing fruit will cause the shopkeeper to pick you up and throw you out, unlocking the achievement.

You can also get this by entering the construction zone and being caught by the patrolling worker (Thanks, Situla Rex!)

Go to the construction area and let the worker catch you.
