Next to the playground (with the robot slide) there is a red sports car parked on the road. Beside it are some vines to climb. Climb up these and, above the sports car, you will find some paint cans. Simply knock these onto the car and the achievement will unlock.

The car is found next to the playground, parked across the street. To climb the vines behind it and onto the billboard you'll need to have collected and eaten three of the Fishes required to complete the game. Once on top of the billboard, knock over the pain cans onto the car below. See the following video for its location.
