Soon as you complete Replace Beetle's Phone quest you get the cement covered cell phone you can take pictures with. Just take 20 random pictures with down on the dpad and the achievement will pop. Just FYI when taking pictures it pops up on your screen you took a screenshot. I went out and deleted all of them after achievement popped so it didn't upload them to xbox

Grab a phone go to the construction area, climb and talk to the beetle. When he gives you the camera take 20 photos.
