You'll get your own camera by completing Beetle's quest in the construction site. You'll first need to catch three birds to get three feathers, then talk to Tanuki by the construction site to use his portal to get in. Once inside, Beetle is up on top of the platforms in the center. Talk to him to start the quest. There's then a crate you can drag out of the way to get from the construction site back to the main areas of the city. Once back, find any human carrying a phone, knock them over, grab their phone, and bring it back to Beetle to finish the quest and unlock this achievement (and get the camera).
