Little Kitty, Big City

The camera (photo mode) is a reward from the Replace Beetle's Phone quest

After some time playing, you'll notice a beetle floating above the scaffolding at the construction site. Knock over a citizen holding a phone by running into them, pick up the phone, and return it to Beetle to unlock photo mode and the Snap Happy achievement lol

Grab a phone go to the construction area, climb and talk to the beetle.
