This is part of Tanuki's questline. For the first portal you need three bird feathers, and a single bird feather for every subsequent portal. This will need 11 feathers in total, but since there is another achievement to get 20 feathers there is no reason you can't just farm them all out at once.

Be advised that some users (like myself for example) have encountered a bug where the Tanuki who gives you access to the portals disappears. This generally seems to happen when you leave to get the feathers but do other things and don't come back right away.
This makes the completion of a number of quests impossible, including Cat Napper, Sticky Business, as well as World Traveler and perhaps others as well without starting a new playthrough. I'm probably going to just wait for a patch.
I can verify the bug is definitely on PC because that's where I encountered it. I have heard it's on Xbox too. To avoid it I recommend completing the Tanuki's quest to bring him three feathers as quickly as possible before doing anything else.

To start this quest, you need to talk to Tanuki near the construction site. He'll require three feathers to get started. These are from catching any three birds for Bird Botherer (25G). The game seems to imply that some sort of bread source is required to catch birds, such as getting humans to drop sandwiches or bagels, but that isn't required.
