Full explanation

First up, progress the story a tiny bit until you're tasked with collecting 25 "shinies" for the crow.
From here, look right and you'll see two paths, one left and one right. All the humans in the area will be walking in a circular pattern, taking the right path. Follow them.

In between two puddles, you'll spot an area on the left, overlooked by an orange tabby cat. Enter this area and you'll see a few blue birds. They'll fly away as you approach. Instead, press and hold to walk towards them slowly and stealthily. Once you're kind of near, press and hold and aim your precision jump at one of the birds standing on the ground.
If you get them, they'll drop 1 feather. Grab this and repeat twice more for 3 feathers total.

Now, leave this area and head into the area opposite;


In this area, you'll find some construction pipework, pass through it and you'll encounter a tanuki stuck in one. Speak with them and pull them out. After a short conversation, give them the 3 feathers and a portal will be opened. Enter it.

Once out the other side, travel forward, then left. You'll be opposite a construction site.



Enter the site, going left once you reach the wall. You'll spot two cones on your left;


Jump past them and you'll find three squares of dark grey fresh concrete (and a bird sitting in the middle of it all). Walk through any part of it to unlock this.

Follow the road behind the shop with Mayor in it. On the left is the construction area, but you'll need to progress through the fence in front of you and meet the Tanuki to use his teleporter. Then enter the construction area and run around in the wet concrete.
