Little Kitty, Big City

Okay, there's a few guides here but I found them a little wishy washy and just had a few points to add.

Go to the supermarket section opposite the action figure shop. People will spawn in from the apartment building opposite the supermarket, the corner next to the supermarket, and the corner opposite that one, so if you're running low on new people, look away from these places for a bit, or do a quick run around the block past the park.

Now the trick here is, the people have to be carrying a phone. run up about a metre or two in front of them and give them one or two meows. If the person is programmed to want to take a picture they'll do it immediately. If not, they'll not react at all. If you get no reaction, move on. People with shadows over their faces will never want to take a picture so just avoid them altogether. If they move to take the photo, hang tight for a second so it definitely counts (it's just a little finicky). With this method you can be a bit more efficient with your time as you can try many people and respawn the street when you want a new load.

It IS a bit of a grind, but at least this way you're not feeling like you're at the mercy of the games randomness and have a bit more control over the process.

It took me about 20-25 minutes this way and I put a podcast on!

This is the most grind-y achievement in this game, but I may have found a solution. When holding either the Scissors or the Katana, anyone with a phone gets startled, which then guarantees a photo is taken, making this achievement much easier to grind out.

The method I used was, using the Katana, approach any phone user, once they get startled with the red '!' press Y to meow, at that point they will take a photo.

This one is kinda annoying, but walk up to people holding phones and start meowing at them with . They'll make a noise and then hold their phone up and take a picture of you.

Not all phone holders will take a picture though. If they have a black line on their face they will not, and sometimes the regular people won't either for no reason. Make sure you stand close to them because sometimes the photo won't count if you're too far away. You've just gotta get lucky with this, if they don't immediately stop walking when you meow, keep running.

As others have mentioned you need to meow at people with phones for this. I had the most success walking around the area directly in front of the grocery store with the automatic doors as there is a lot of foot traffic there.

I don't know if there is any specific trick needed but I found that if I run too close to the people it wouldn't work, but if I ran in front of them a way and then constantly meowed as they approached I got more successes. Some people are grumpy (have dark shadowy faces) and will not take your photo anyway. It will take a while but I got all 20 done in maybe 10 minutes in that spot.

(also if you have cats this achievement will drive them crazy if you have the volume up)

The goal here is to get the humans holding cellphones to take photos of you. In my experience the type of human didn't make a difference.

Go up to the target human and press repeatedly to meow at them. Try not to get under their feet or else they will trip and storm off. They will not always take a photo! So if they ignore you, move on! Make sure if they start to take a photo of you, hold still till they walk away on their own!

What worked very well for me, stand in the park with the robot slide. Save, return to menu, load in. Spin your camera around and 2 or 3 people with cell phones should spawn in somewhat close. The humans in the park area walk to you in a nice triangle pattern making it easy to see everyone. Once you try 2 or 3 humans. Save, go to menu, load in and do it all again. I consistently got 2 out of 3 humans to take my photo doing this!

It also seems if they randomly sneeze while taking a photo it doesn't count. Sometimes they also chose to pet me instead of photograph me.

You need to get humans with phones to take a picture of you by meowing at them with .
The trick is getting the right angle so that they notice you. You need to be in front of them, but not in their intended path. Since the npc pathing will be kind of random, you need to find a place where their path is more reliable.
The place that worked best for me was the vending machine area between the docks and the dog. The npcs will all be going the same path in only one direction. When I stood in front of the tree and meowed when phone humans stepped in front of the notice board, I got a photo nearly every time. With a little patience at that spot, getting the 20 photos was simple.

Most reliable way I found was putting on a hat, meowing in front of someone with a phone (they can't have shadows on their face). Change hat after each photo

Look for people with phones. Go near them and meow (Y button) and they will take a picture of you (not all).
Reach 20 to get the achievement.

I haven't tried all of the listed methods here, but I've found the most reliable method by accident to unlock this achievement which doesn't involve luck at all and you'll be able to make every person with a phone to make a photo of you! I had enough of that maybe every 10th people with a phone made a photo of me so I purposedly stumbled them and after they fell on the ground and as they stay up you'll be able to muzzle to them. They'll be in love with you this way and if you meow at them after that they'll make a photo of you. I also captured it on video to show you:
