TLDR = Open-door portapotty near the construction site and dog. Knock over a human with a phone, grab the phone, dump it in the loo.

Full explanation

First up, progress the story a tiny bit until you're tasked with collecting 25 "shinies" for the crow.
From here, look right and you'll see two paths, one left and one right. All the humans in the area will be walking in a circular pattern, taking the right path. Follow them.

In between two puddles, you'll spot an area on the left, overlooked by an orange tabby cat. Enter this area and you'll see a few blue birds. They'll fly away as you approach. Instead, press and hold to walk towards them slowly and stealthily. Once you're kind of near, press and hold and aim your precision jump at one of the birds standing on the ground.
If you get them, they'll drop 1 feather. Grab this and repeat twice more for 3 feathers total.

Now, leave this area and head into the area opposite;


In this area, you'll find some construction pipework, pass through it and you'll encounter a tanuki stuck in one. Speak with them and pull them out. After a short conversation, give them the 3 feathers and a portal will be opened. Enter it.

Once out the other side, travel forward, then left. You'll be opposite a construction site.



Enter the site, going left once you reach the wall, then left again at the end.
There's a blue box of rocks ahead of you. Grab this and pull it out of the way of a crawl gap. Go through the gap and then trip up one of the humans carrying a phone. Do this by running and jumping at them, which also unlocks;


Pick up the phone, and go back through the crawl space into the construction site. Cross the site (you can use the metal ramp in the middle and jump off the other side to avoid the foreman, leave the construction site and follow the path around to the left. You'll see a dog in the area in front of you, just before you reach them, you'll find a portaloo/portapotty with an open door on your left.

Enter the loo, jump up and press to drop the phone in.

After using the teleporter to get to the construction site and giving the bone to the dog behind the construction site, go find a human with a phone and knock them over by running into their legs. Steal the phone and run to the portapotty near the dog. Drop the phone into the portapotty toilet.

Find a human with a phone, make them drop the phone, and pick up the phone.
Go to the construction area, the one that you reach after unlocking the first portal (in the back).
Enter the toilet and drop the phone in the water.
