This one is rather easy, but is reliant on chance. As you play through missions you'll fight enhanced enemies. These will occasionally randomly drop either a Cape, Alloy or Helmet.
When you finish a level, return to the lobby instead of continuing to the next mission. You'll see your character and be able to change Weapons and Functions. In the bottom middle of the screen is Firmware. Move the cursor to that, hit A, and then change your Helmet, Alloy or Cape by selecting up/down, and the achievement will pop.

Strange. It's not unlocking, even though I just got the Fully Kitted achievement.
update: had to restart console and game multiple times before it worked.
