You need to finish challenges that have outfit as a reward. Note that you`ll need to finish all of the night tracks too.

This didn't pop for me despite finishing all of the day and night challenges and popping the relevant achievements. I did, however, start the DLC prior to finishing all of this and I'm wondering if that mucked up the count. I haven't finished the DLC yet, but I'm assuming when I gather all of the DLC outfits and the in-game counter reads 100% it'll pop.

Seems like it might be. Abut a dozen people unlocked this in November (nobody in December so far) so perhaps message a few of them to ask?

There are a few posts about it on the Lonely Mountains discord, it may have something to do with some limited seasonal outfits. The dev is aware, but it may be worth posting in the discord anyway to bring more attention.

I planned on completing the DLC in January for a contest, so I will post if that is a fix for it then assuming no one else posts about it before then.

Well, I just finished all of the DLC and it didn't help. I have every achievement in the game with the exception of this one.

In game statistics are listing me at 32/33 outfits, and the in-game achievement for Fashion Victim isn't at 100% either. Is there an outfit you earn in some other way than challenges? Or does anyone know of a list of outfits anywhere so I can see what I'm missing? The developer has been non-responsive lately.
