Once you have built the library you will have access to additional pages in the encyclopedia that you can use books of memories on to unlock chapters.
10 fragments form a complete book of memories.
There are a couple ways to go about this:
Start an expedition on chapter 1 and don't place any cards and just keep doing loops, killing slimes letting your cards expire as that gives you fragments and keep leaving when you reach the campfire around loop 4/5, this is a consistent way to get them.
Another way you can go about it is having the gymnasium so you can get skills then have a full deck when you acquire a skill after killing enough enemies then hope you get the skill blissful ignorance which gives you a whole deck of oblivion cards, in turn wiping out your whole deck and giving you loads of fragments but this is more RNG.
I would say just keep doing chapter 1 personally.
