Finnegan is the bard first found sitting next to the end elevator in the Sunken Village, talk to him and he'll return to Santuary.
In runs when you return to Santuary between areas you can donate gold to him.
This popped for me when I gifted a total of 436 over multiple runs. My last donation was 236 so the exact amount needed will be somewhere between 227-436, but I am unsure exactly.
It's definitely worth spending your gold during runs here as the reward for reaching that certain total was a selectable modifier giving me 1 extra potion at the start of a run.
EDIT: The comments have mentioned that donating 5 at a time until you have donated around 70 gold coins has unlocked this achievement for a few people, so try doing this first.

I believe once he drops that modifier, you can no longer donate to him.

It's 275. After seeing your solution I made sure to donate exact amounts to hit milestones like 225, 250, etc. He dropped the potion and the achievement at 275.
