Here is my 100% Achievement guide!
Thanks to the famous Chilidog Cheat code, this goes from a tough completion to a very easy one.
Up, up, Down, Down, Up, Up, Right, Left, Left, Right, Y on the main menu gives you the ability to have unlimited money in order to bang your soldiers out and complete all 11 levels in no time at all.
We have to do some idling though, go to level 1, and leave it for 60 minutes so you can get the achievement for commanding your forces for 60 minutes.
Also, you have to win a 2 player match 10 times, but luckily only one controller is needed, so go to 2 player mode, Spam the A button until you win and do it a further 9 times.

I think they patched the cheat code as it's not working for me.

it works, you have to be in a level to use the cheat code
