Make sure that you're ALWAYS pressing the icon to the very left. It spawns soldiers. Just keep in mind it has a couple second cool down. Keep mashing A to spawn soldiers. It will also help make your way towards the Achievement for pressing Buttons 7777 times

Soldiers has a 20second cd. Spamming the button doesn’t help. You activate it once and pay the price, it then continuously spawns soldiers until the 20seconds is up
