To find all 4 masked warriors you must first make sure you have the Bloody Crest and have found/unlocked all Skills.
The bloody crest is given by a cat next to the Yagami Detective Agency. Go in front of the Agency, Press the Left stick and activate the Primal Ear to listen to the cat meowing on top of the red vending machine. When found, he will drop the Bloody Crest for you to equip. (The timestamp for this crest is at 2:59 of the video I shared below)
For the Black, Green & Purple Masked warriors you will be able to run into them by equipping the Bloody Crest in your Inventory. Simply open your items, press RB until you see the Accessory menu and make sure the crest is equipped in either Accessory 1 or 2. Roam around Kamurocho after that, and they will be distinguished by their Purple arrow on the mini-map, sporting a mask covering their faces in the Overworld.
As for the Yellow Masked Warrior, he only appears after you unlocked all skills except the last one.
Your counter should say 70/71 to be eligible to defeat him. When that is done, he is located at the top roof of the Kamuro Theater.
To get to the point where you would have all skills, it is imperative that you find every single collectible in the DLC. The Main Collectibles are Matsugane Crests, Cats and Memories. The video I used to find them all is the following:

When you have finished collecting everything from this video, there are still a couple of things you need to do. Some of the skills that get unlocked either by Memory, Skill Tome or Crests, they also ask you to perform certain feats a number of times before granting you the ability to unlock the skill with SP.
