Finish the dance club School Story.
School Stories unlock in Chapter 2. The earliest you can complete this is Chapter 8. The achievement will unlock once you win the final dance meet and get through the subsequent cutscenes.
There are 4 parts to the dance club. Each part is a basic story and lots of dance practice, culminating in a competition. To get past part 2 you need to be Appeal level 3. To get past part 3 you need Appeal level 5 and to be in Chapter 8 or later or the main story.
It doesn’t matter what difficulty you choose for the dancing minigame. On higher difficulties you can get higher scores, but that’s only important for the TownGo missions.

This school story is like the only one I know of that's impossible to 100% because of how many points you need. The best I can do is 60k on easy. My friend got 85k. I don't play rhythm games for a reason. Ugh...
For the record, my friend and I got 100% on the skaters one including the times, which was also hard af, especially that last one.

On easy you basically need to be perfect to hit the TownGo mission scores. It might be worth trying medium? Also, set all three special moves to the one that boosts your score.
