Once you have a development building up and running select 'contracts Work' option followed by 'Game Development Contract;.
You will have numerous offers to create games for publishers for a lump sum instead of getting profit like you would with your own game, you need to have the required dev kit the publisher wants (if you haven't any you need, you can buy these in the office or when making a game as you select a console)
The Publishers have criteria they want you to meet in order to get paid and a deadline too, I unlocked this by meeting these but potentially unlocks either way.
