For this achievement you'll need a Production Room. I waited a while and saved up until I could afford several of the largest production machines, but you could do this with just one of the cheaper ones. Having a Storeroom with large Storage can also help but isn't necessary.
You'll also need to have made at least 1 game. This can be made by you or developed for someone else (contract work).
Once a game's run has ended, you may have to quite a while until you can re-release it as a budget game. Click on the Production Room bubble and select Remarketing > Budget Game. Select a game from the list, then a timeframe and packaging costs. Just like with other games, you can develop patches or updates before the game releases to improve it if you want.
Now, if you happen to have left-over stock in your Storeroom, you don't even need to produce more copies - the old stock will be sold at pure profit (well, sort of). So, as long as you have the Storeroom space, don't get rid of any old stock.
