Once you complete that and are in Jeet's Stronghold you can accept a new missions from Chum, as well as a Wasteland Missions, being Dinki-di.
To complete the mission simply fast travel to the vantage outpost closest to Chum's Hideout and drive the rest of the way. Once in put the dog in the back of the buggy and hop in.
Drive the buggy back to Jeet's and hold
to complete the project next to the car.Go through the prompts and Voila!

Early in the game, after arriving at Jeet's Stronghold, you will be able to obtain the Dinki-Di Wasteland mission from Chumbucket. The mission involves retrieving Chumbucket's buggy from his hideout. At the completion of this mission, the trophy will unlock.

At the start of the story mission 'A Wasteland Classic' the game will introduce you to Wasteland missions, and will require you to accept the first one from Chumbucket. You'll be required to return to Chumbucket's lair, put the dog in the buggy, and then drive the buggy back to Jeet's stronghold. After doing so, you can complete the Dog And Buggy Project in the stronghold, completing this mission and unlocking this achievement.
Note that completing this mission is necessary to unlock the Buggy and Dog, which is the only way to disarm minefields for multiple related achievements.
