A legit way to get this would be to pick a player (a quick player preferably), and continuously chase down the ball carrier and tackle them with the hitstick (push the right thumbstick the direction of the tackle). This can sometimes become an easy fumble.

The easy route is to turn off all calls, specifically offsides calls. this allows you to run behind the other team's line, and tackle immediately. Pick your tackler, and sit just to the side of the quarterback. When he hikes, hitstick him for an easy tackle and hopefully a fumble. Doing this, it is possible to get this achievement in one game.
