About 16% of the way through the Longshot mode, you will be playing a flashback game vs Katy. The second part of this game is a punt return that you have to return for a touchdown. If you fail to do so, press 
for "Tell it again!" and you can keep retrying as many times as you need. Don't press 
to "Move on" or you will miss the opportunity for this achievement and have to start Longshot over again to get it.

when does it pop?

Should pop right away after you score the TD. It popped immediately for me even though I restarted on the next part before finishing the entire sequence. But several other achievements were delayed in popping so that might happen to this one too.
