Titans for some reason isn’t working or it’s because I used an active roster. Ended up doing real roster and Bills. Got it same way. Just adding note in case someone else runs into an issue — should have followed your guide more closely

Start a franchise as owner of the Bills. Start the preseason and manage team then stadium and relocate. Skip to regular season and advance each week individually, paying attention for to do list to relocate. Towards the middle of the season you’ll select city, name, uniforms and stadium once a week. After those are selected sim to off-season and achievement should unlock.

Start a franchise using the Washington Football Team as the owner using either Real Life NFL Rosters or Preseason Rosters, simulate one full season, and now scroll over to the manage team tab. Click stadiums and scroll down to relocate and confirm that you would like to relocate. Now, simulate a week at a time until it asks you to pick a city in your things to do. Simulate a week at a time until it asks you to choose a location, name, and stadium type. Once you complete all these requirements it will take until the end of the season to build the new stadium and relocate and rebrand. Now just simulate to the next season start and the torphy will pop.
